The government has asked all local authorities in Devon to submit early ideas on how best to create new Unitary Authorities. This would mean replacing the current two-tier system (such as South Hams District Council and Devon County Council) with a single-tier structure—just one council responsible for delivering all local services.

At this stage, the plans are still high-level and lack detailed information. So, we conducted a survey and had lots of conversations with our residents. That  allowed us to create a letter that has been sent to central government. Please see the link for what was sent: Letter to Central Government

We are now waiting to see what the detailed plans look like. They will be submitted by the higher tier councils in November 2025 and once we have sight of them hope to do a further consultation. Central government will also seek to consult with communities for their thoughts.
