STAFFING and HR COMMITTEE
TERMS OF REFERENCE
Membership shall comprise 3 councillors.
The quorum of the committee shall be three members with one officer in attendance.
The Chair and Vice Chair shall be elected at the Annual Council Meeting by the members of the Staffing Committee.
The committee shall meet at least once a year and where there is a staffing necessity.
To sit on the Staffing Committee, a member is to have proven experience in employment management or to have already undertaken appropriate employment management training.
To sit on the Clerk and Responsible Financial Officer’s appraisal panel, a member is to have proven experience in conducting appraisals or to have already undertaken appropriate appraisal training.
PURPOSE
To consider and deal with all matters affecting staffing issues except where the overall staffing budget will be exceeded, or a member of staff is to be dismissed. In such cases the committee will make a recommendation to the council.
SCHEME OF DELEGATION
To deal under delegated powers to resolve personnel issues, including contracts of employment, pay scales, redundancy, grievances and disciplinary matters.
The Staffing Committee shall be delegated to make decisions on behalf of the council in the following matters:
1. To establish and keep under review the staffing structure and make recommendations to the council.
2. To manage any leave or sick leave requested or needed by a member of staff. To not deny any reasonable holiday, parental, adoption or similar leave request without good reason and to respond quickly to any request. This may be undertaken via email.
3. To draft, implement, review, monitor and revise policies for staff. All policies and revisions must be approved by full council.
4. To review staff salaries and terms of conditions and make recommendations to council, other than changes required by their contracts and employment law.
5. To oversee execution of new employment contracts and changes to contracts.
6. To keep under review staff working conditions and health and safety at work for all council employees.
7. To monitor and address regular or sustained staff absence.
8. To appoint from its membership a recruitment panel of three when necessary for the recruitment of a member of staff.
9. To act as a disciplinary panel as needed.
10. To appoint three members, who are not on the Staffing Committee when necessary to act as an appeals panel.
11. To appoint from its membership three members to hear any formal grievance made by any member of staff and to appoint three members, who are not on the Staffing Committee, to act as an appeals panel.
12. To appoint an appraisal panel of three members for staff appraisals process.
13. Any other matter which may be delegated by council from time to time.
FINANCE
1. Submit an annual proposed budget to Finance & Governance Committee no later than the 1st of November.
2. Comply with the Council’s Financial Regulations.
